The Verkhovna Rada of Ukraine adopted the Law of Ukraine "On Amendments to certain Laws of Ukraine regarding Authorities of the Constitutional Court of Ukraine, Peculiarities of instituting Proceedings on the Grounds of Constitutional Appeals and Prevention of Abuse of the Right for a Constitutional Appeal" on 19 March 2009.
The President of Ukraine returned the Law with certain proposals on 8 April 2009.
Having scrutinized the proposals of the President of Ukraine, The Verkhovna Rada of Ukraine adopted the said Law repeatedly, overriding the President´s veto, on 14 April 2009. 386 People´s Deputies of Ukraine upheld the said resolution. The Law was forwarded to be signed by the President of Ukraine on 17 April 2009.
However, the President of Ukraine returned the Law of Ukraine "On Amendments to certain Laws of Ukraine regarding Authorities of the Constitutional Court of Ukraine, Peculiarities of instituting Proceedings on the Grounds of Constitutional Appeals and Prevention of Abuse of the Right for a Constitutional Appeal" to The Verkhovna Rada of Ukraine without his signature on 30 April 2009, suggesting that the Law be promulgated with the signature of the Chairman of The Verkhovna Rada of Ukraine in compliance with Part 4 of Article 94 of the Constitution of Ukraine.
Pursuant to the Constitution, the Law repeatedly adopted by The Verkhovna Rada of Ukraine by at least two thirds of its constitutional composition, not signed and officially promulgated by the President of Ukraine within 10 days shall immediately be officially promulgated by the Chairman of The Verkhovna Rada of Ukraine and published with his signature.
In view of the above-mentioned statements, the Law of Ukraine "On Amendments to certain Laws of Ukraine regarding Authorities of the Constitutional Court of Ukraine, Peculiarities of instituting Proceedings on the Grounds of Constitutional Appeals and Prevention of Abuse of the Right for a Constitutional Appeal" signed by the Chairman of The Verkhovna Rada of Ukraine is officially promulgated at the web-site of The Verkhovna Rada of Ukraine and published in "Holos Ukrainy" newspaper and other printed media.
